ERA-NET Co-fund

As previous framework programmes (FP6 and FP7), Horizon 2020 supports the coordination of national research funding programmes through a dedicated instrument,  ERA-NET COFUND. Regional and national research funding organisations create common R&I funding programmes co-financed by Horizon 2020. These consortia launch and manage joint calls for proposals.

Calls for proposals are organised in two steps: project proposals are first reviewed at national level to ensure eligibility, and are then evaluated via an international peer review. The proposal evaluation and selection should be done according to Horizon 2020 standards. 

Public-public partnerships

Funding is allocated via national research funding bodies. It is therefore crucial to ensure that the country in which your organisation is based is a member of the ERA-NET programme before preparing a project proposal. The National Research Fund (FNR) participates in various ERA-NETs on behalf of the Grand-Duchy of Luxembourg.


The  ERA-LEARN website is the one-stop-shop for all ERA-NETs. The site allows to filter projects, open calls for proposals, and participating countries. Achieving the European Research Area

ERA-NET is a successful and well-known scheme that aims to create a unified  European Research Area (ERA). From 2002 to 2013, 123 ERA-NETs were co-funded by the European Union, receiving 483 million euros in top-up funding. A total of 359 joint calls were implemented from 2004 to 2014 and more than 35 calls are still planned for 2015 to 2017. More than 3 400 projects are being funded in the period from 2004 to 2014.
